Explanation

1. Assertion (A) is false. In India, not every state has a High Court in its territory. Article 231 of the Constitution allows Parliament to establish a common High Court for two or more states or for two or more states and a Union territory (e.g., Punjab and Haryana High Court, Gauhati High Court serves several North-Eastern states). 2. Reason (R) is true. Article 214 of the Constitution of India originally stated 'There shall be a High Court in each state'. However, this is qualified by Article 231 which allows for common High Courts, hence not every state physically hosts its own exclusive High Court. 3. Therefore, A is false but R is true.
