Explanation

1. Statement 1 is incorrect. Article 171(1) of the Constitution of India specifies the composition of the Legislative Council (Vidhan Parishad) of a State. It cannot be larger than half; the maximum limit is one-third. (It also specifies a minimum strength of 40 members). 2. Statement 2 is incorrect.
